When PCVs are having a hard time executing projects at site, and the villain "The Duchess of Doubt" is destroying volunteer moral, Captain PACA comes to save the day with the help of his sidekick "WIZ Kid KAP". In this episode PCV Ebben is overwhelmed with the Peace Corps goals such as planting a million trees and he has not done a Needs Assessment.
